Senate Bill (“SB”) 2586 SD1

RELATING TO EDUCATION.  Requires the department of education to provide public school students with a whole child education curriculum, air conditioning in certain classrooms, and decrease class size. Requires sufficient allocation of special education teachers and provides special education teachers with additional preparation time and funding. Establishes the student loan subsidy program and special fund. Expands vocational, technical, and career pathway programs. Amends weighted student formula factors to be considered by the committee on weights. Limits participation in standardized tests, prohibits the use of standardized test scores for evaluation purposes, authorizes standardized testing exemptions, and requires the board of education to provide notice of the right to opt-out of standardized testing. Requires all eligible children to attend preschool by the 2020-2021 school year. Amends evaluation program for teachers and educational officers. Increases the general excise tax. Makes appropriations. (SD1)

RELATING TO EDUCATION.  Appropriates funds to the department of education to support a program of study for students to gain vocational and technical training. (SD1)

SB 2599 SD1

RELATING TO TAXATION.  Increases the general excise tax and use tax from four per cent to five per cent and requires that additional revenue collected from the general excise tax increase be deposited into a special account in the general fund for department of education operations, including salaries and maintenance costs. (SD1)

SB 2591 SD1

RELATING TO EDUCATION.  Requires principals to consult with school community councils when expending moneys provided to their schools. Requires the weighted student formula to include a superintendent's reserve. Grants the DOE discretion in allocating superintendent's reserve funds to specific schools; provided that the committee on weights shall recommend the amount of the reserve and criteria for use of the reserve. RELATING TO STANDARDIZED TESTING.   Limits public school student participation in standardized tests, prohibits the use of standardized tests scores for evaluation purposes, and authorizes standardized testing exemptions. (SD1)

RELATING TO EDUCATION.  Requires the department of education to establish a declining balance debit card system for purchases by teachers at each public school. Clarifies that purchases on the debit card are limited to classroom and curriculum supplies. Makes an appropriation. (SD1)

RELATING TO EDUCATION.  Establishes the student loan subsidy program for teachers who teach in special education, vocational education, technical education, or career path programs. Establishes the student loan subsidy program special fund. Makes appropriation. (SD1)

RELATING TO THE PUBLIC PREKINDERGARTEN PROGRAM.  Requires the executive office on early learning to make the public prekindergarten program available to all eligible children no later than the 2020-2021 school year. (SD1)

* Any interested person may submit data, views, or arguments in writing to the Board on any agenda item.  An individual or representative wishing to testify should register prior to the meeting.  Testimony must be related to an item that is on the agenda and such person shall be required to identify the agenda item to be addressed by the testimony.  Each individual or representative of an organization is allotted four (4) minutes, or an amount of time otherwise designated by the Chairperson, to provide testimony to the Board.
