The Transition Committee was formed at the Board of Education's ("Board's) March 18, 2021 general business meeting and was tasked with conducting the search for a Superintendent.  The Search Committee is a permitted interaction group, pursuant to Hawaii Revised Statutes, Section 92.5-2(b)(1).

Chairperson, At Large | Board Chairperson

Catherine Payne is a retired educator whose career has spanned over 35 years. She most recently came out of retirement to temporarily fill in as the Interim Farrington-Kaiser-Kalani Complex Area Superintendent. Prior to retiring, Board Chairperson Payne served as the principal of Farrington High School. Board Chairperson Payne was the recipient of the National Milken Educator Award. She also won the Principal of the Year Award from the National Association of Secondary School Principals for her work with incarcerated students at the alternative Olomana School. Board Chairperson Payne has served on numerous education boards, including the Hawaii Teacher Standards Board, Education Institute of Hawaii, Adult Friends for Youth, and the State Public Charter School Commission as chairperson. She received her Bachelor of Education degree in Secondary English and her Master of Education degree in Educational Administration from the University of Hawaii at Manoa. Board Chairperson Payne's term runs from July 1, 2018 through June 30, 2021.

Maggie Cox | Member, Kauai County Student Achievement Committee Chairperson

Maggie Cox is a retired Department of Education science teacher and principal who was previously was elected to the Board of Education for two terms. As a board member, she was part of the negotiation team dealing with the management of Hawaii State Teachers Association and Hawaii Government Employees Association.  She earned a BA from North Texas State University.  Board Member Cox's term runs from July 1, 2018 through June 30, 2021.

Dwight Takeno | Member, City and County of Honolulu | Human Resources Committee Chairperson

Dwight Takeno is currently employed by the University of Hawaii System's Office of the Vice President for Research and Innovation as its Director of Administrative Services. He formerly served as the Interim Executive Director and Chief Negotiator for the Hawaii State Teachers Association and the Director of Research and Legislation for the United Public Workers. Board Member Takeno has also served on a number of State boards, including serving as the chair of the State of Hawaii Merit Appeals Board (2017-2018), chair of the State Department of Education's Merit Appeals Board (2010-2017), and a former member of the governing board of the University Laboratory School (2010-2018). Board Member Takeno received his Bachelor of Education and Professional Diploma in Education from the University of Hawaii at Manoa. Board Member Takeno's term runs from July 1, 2018 through June 30, 2021. 

Bruce Voss  | Member, At Large | Finance and Infrastructure Committee Chairperson

Bruce Voss is a partner with the law firm of Bays Lung Rose & Holma, specializing in business, real estate, and employment law and litigation.  He previously worked as a news reporter for Pacific Business News and KHON2 News. He is a graduate of Kalaheo High School and the Richardson School of Law at the University of Hawaii. Board Member Voss's current term runs from July 1, 2019 through June 30, 2022.
