Finance and Infrastructure Committee Report on: (1) Committee Action on identification and selection of individuals for a working group tasked with work ensuring Board of Education policies and structures establish a transparent, accessible, and credible budgeting and financial reporting process (FIC Strategic Priority 1); (2) Committee Action on a work plan and timeline to ensure Board of Education policies and structures enable the Department of Education to complete all facilities projects at its schools with the greatest socioeconomic and academic needs as determined by an equity priority order (FIC Strategic Priority 2)

A. Board Action on: (1) repeal of Hawaii Administrative Rules Chapter 41, entitled "Civil Rights Policy and Complaint Procedure"; (2) adoption of draft of new Hawaii Administrative Rules Chapter 89, entitled "Civil Rights Policy and Complaint Procedures for Student(s) Complaints against Adult(s)"; and (3) public testimony received at the July 16, 2019 public hearing
B. Board Action on: (1) adoption of draft amendments to Hawaii Administrative Rules Chapter 19, entitled "Student Misconduct, Discipline, School Searches and Seizures, Reporting Offenses, Police Interviews and Arrests, and Restitution for Vandalism," and (2) public testimony received at the July 16, 2019 public hearing

This portion of the meeting is a closed meeting under Section 92-4 and Section 92-5(a)(4), Hawaii Revised Statutes.
A. Consultation with the Board's attorney on questions and issues pertaining to the Board's powers, duties, privileges, immunities, and liabilities concerning (1) repeal of Hawaii Administrative Rules Chapter 41, entitled "Civil Rights Policy and Complaint Procedure," and (2) adoption of draft of new Hawaii Administrative Rules Chapter 89, entitled "Civil Rights Policy and Complaint Procedures for Student(s) Complaints against Adult(s)"
B. Consultation with the Board's attorney on questions and issues pertaining to the Board's powers, duties, privileges, immunities, and liabilities concerning adoption of draft amendments to Hawaii Administrative Rules Chapter 19, entitled "Student Misconduct, Discipline, School Searches and Seizures, Reporting Offenses, Police Interviews and Arrests, and Restitution for Vandalism"

Written testimony may be submitted on any agenda item. Oral testimony will be accepted at the meeting. Each individual is allotted four (4) minutes, or an amount of time otherwise designated by the Chairperson, to provide oral testimony to the Board. In accordance with Hawaii's Sunshine Law (Hawaii Revised Statutes, Chapter 92), testimony should be related to an item that is on the agenda.
