As part of the response to the threat of COVID-19, Governor David Ige issued a Twelfth Supplementary Proclamation dated August 20, 2020, suspending Hawaii Revised Statutes Chapter 92, Public Agency Meetings and Records, to the extent necessary to enable boards as defined in Section 92-2, to conduct meetings without any board members or members of the public physically present in the same location, among other things.

C. Board Action on designation of voting delegate and alternate delegate for the National Association of State Boards of Education's ("NASBE") 2020 annual conference

VI.         Discussion Items

A. Update on implementation on Board Resolution adopted on May 21, 2020 directing the Department of Education to offer summer school in a way that supports students disproportionately impacted by school closures caused by the COVID-19 pandemic, to ensure clear coordination between each level of the tri-level system, and to communicate timely and effectively with the public:  Summer school 2020 final report

B. Update on metrics to monitor and evaluate the Department of Education's comprehensive plan for reopening schools for the 2020-2021 School Year, including student access to devices and connectivity; personal protective equipment and sanitation supply needs; student attendance; and student academic status and progress

C. Presentation on Acellus Learning Accelerator distance learning program ("Acellus"): program review process; how Acellus is used by schools; what elementary and secondary students use Acellus for; content and rigor; parent and guardian distance learning election; supports for students, teachers, administrators and parents and guardians
