§8-49-1 Definitions. As used in this chapter:

"Candidate" means a person as defined in §11-191(3), Hawaii Revised Statutes.

"Department" means the Hawaii State department of education.

"Political party" means a party as defined in §11-61, Hawaii Revised Statutes. [Eff. MAY 02, 1983] (Auth: HRS §302A-1112) (Imp: HRS §302A-1112)

 

§8-49-2 Candidates for political office. Persons running for political office are permitted to make campaign speeches to students as part of the school program, provided all other candidates for the same office are allowed equal representation in the program. §8-49-3 Political party policies. Representatives of all recognized political parties, in equal numbers, who may or may not be candidates for political office, may be invited to schools to discuss their party, its policies, principles and platform. §8-49-4 Youth political clubs. Youth political clubs, whose activities and meetings take place outside of school, shall be encouraged in the high schools, provided:

(1) They are not promoted by the school.

(2) Teachers who volunteer as club advisors do not bring into the classroom any phase of the club's activity. [Eff. MAY 02, 1983] (Auth: HRS §302A-1112) (Imp: HRS §302A-1112)

 

§8-49-5 Teacher groups. Teacher groups meeting in school facilities during regular school hours are not permitted to invite individual candidates for campaign purposes. Candidates for office may be invited to teacher group meetings in school facilities outside of school hours. [Eff. MAY 02, 1983] (Auth: HRS §302A-1112) (Imp: HRS §302A-1112)

 

§8-49-6 Rewarding students for supporting a single candidate or party; prohibition and penalties. No teacher, officer or other employee of the department shall reward any student by the granting of credit, grade, or other forms of recognition as the result of such student supporting a single candidate or party by request of or encouragement from a teacher, officer or other employee of the department. Any teacher, officer, or other employee of the department who violates this section may be disciplined in accordance with the regulations and procedures of the department. [Eff.
