Duties

Under the general supervision of the Board of Education (BOE) Executive Director, the BOE Analyst II:

  • Assists the BOE Executive Director in overseeing the development of policies, procedures, and programs pertaining to the BOE Support Office. Assists with administering and implementing policies, procedures and programs. Supports the BOE Executive Director in ensuring that the BOE members are kept fully informed on the conditions and operations of the BOE Support Office and are provided with all relevant information affecting BOE operations.
  • Conducts research and provides the necessary analysis to support the BOE Executive Director’s development of the BOE Support Office’s operating budget for BOE approval. Assists the BOE Executive Director with implementing the approved operating budget.
  • Drafts reports, memoranda, letters, testimonies, legislation, policies, rules, resolutions, and other written documents for review by the BOE Executive Director.
  • Supports the BOE Executive Director by monitoring government relations affairs; initiating action and involvement with federal and state agencies; informing members as to the implications of and recommended responses to government affairs; and maintaining effective relations with other organizations, both public and private, in accordance with BOE policies and objectives.
  • Supports the BOE Executive Director in keeping all BOE members informed regarding the activities of the BOE committees. Attends BOE committee meetings, general business or special meetings as support and resource staff to the BOE Executive Director. Confers with high level administrative officials and professional staff in the Department of Education and with county, state, and federal agencies to facilitate accomplishing BOE policies, objectives, and goals.
  • Presents information to the BOE, Legislature, general public, and other public agencies or private organizations.
  • Keeps abreast of opportunities for improvement and development of new efficiency procedures for the BOE Support Office.
  • Performs other related duties as assigned.

Minimum Qualifications

Education: Graduation from an accredited college or university with a bachelor’s degree in arts or sciences, business or public administration, education or a related field.

Preferred Education: Juris Doctorate degree from an accredited law school or Master’s degree in business or public administration, education or a related field.

Experience: Four (4) years of responsible professional work experience in program planning and analysis, budgeting and/or public administration. One (1) year of experience in an education program, agency or system is desired.

Combined Education and Experience: An equivalent combination of education and experience may be acceptable, as determined by the Department. Substitutions can be considered for the requirement of experience in an education program, agency or system. 

Knowledge: Public administration and contemporary issues; expository writing; principles of communication; organizational communication; organizational change and effectiveness; labor management relations in the public sector; public relations; group decision making and interpersonal persuasion; foundations of American education; social problems and change; laws, rules, regulations and administrative procedures pertinent to the work of the BOE and the Department of Education.

Skills/Abilities: Plan, organize and provide staff assistance to the members of the BOE in the conduct of administrative and executive functions; conduct studies on issues before the BOE; communicate effectively with others both orally and in writing; operate computer and other business machines; interact with and communicate to a wide range of staff and community members; cognizant of public perceptions and sensitivities.

Salary

Department of Education certificated employees will be placed on the salary range in accordance with Department regulations.  All others will be placed on the first step of $113,660.00.
